First, let me thank you for your request for clarification.
When we saw the new Federation uniform rule, all the local instructional
chairs recognized the possibility of competitive advantage/disadvantage for
teams faced with the problem. We recognized the difficulty of compliance,
particularly at lower levels, in the face of limited school budgets.
Several of us took our concerns to Ken Allan, the CIF Statewide Rules
Interpreter. Ken responded with a common-sense interpretation which is set
forth in the next paragraph.
2005 BASEBALL RULE INTERPRETATIONS
Unless stated otherwise by local section, the following interpretations
shall be in effect for high school baseball in California
3-2-1
A coach who is not in the uniform of the team shall be restricted to the
bench/dugout. However, a coach may leave the bench/dugout to attend to a
player who becomes ill or injured.
INTERP:
Coaches are expected to be attired in the uniform of their team. However,
umpires are urged to exercise some latitude in this regard especially with
games involving lower level teams.
An example of attire that would not be accepted at any level would be shorts
or tank tops.
Coaches' uniforms will be judged on a game-by-game basis.
Ken's interpretation was posted on the CIF State website at
www.cifstate.org We sent an E-mail to all baseball coaches and
athletic directors in late February or early March emphasizing this
interpretation. Somehow, you either did not get it or overlooked it. That
happens. When people get 900 E-mails each day promoting low mortgage rates,
discount Viagra, and guaranteed get-rich-quick schemes, important messages
are sometimes overlooked.
In any event, as you can see, the CIF State Office has made it clear that,
although we instruct our officials to be flexible on the nature of their
uniforms, particularly at lower levels, shorts are never acceptable.
In Orange County, we consider some sort of team T-shirt worn with some sort
of long pants and real shoes (not sandals or flip-flops) to comply with the
CIF interpretation at lower levels. We hope your coaches will be able to
meet this requirement and avoid restriction to the dugout in future.

coach at Newport. Today (Wednesday 4-13 at Laguna Hills) the umpire did
not allow one of my coaches onto the playing field. The reason was that
he was not properly outfitted. He was wearing our team hat and jersey.
He was wearing shorts but the shorts were Newport Harbor baseball shorts,
(what the team issues to players and coaches as team apparel) To date this
has not been an issue with any other umpire. Can you please outline the
requirements so that I can make any needed changes? Thanks very much for
