Gentlemen:
(and Melanie)
Periodically I will be publishing an umpire bulletin. These bulletins will consist of reminders and rule enforcement subjects. Please make it a point to review this material.
Thank You.

1-3-3
Some teams are using metal pipes as warmup bats. This is prohibited by rule. Have coaches place these in the back of the dugout.
3-3-1-j
Please continue to remind coaches in the pregame meeting that players are not allowed out of the dugout to congratulate a scoring runner while the ball is alive. Team warning on first offense, coach remanded to dugout for second offense. It appears teams are beginning to understand this concept.
3-3-1-j
Only one on deck hitter. On some fields, such as Northview, a second batter may warm up in dead ball territory near the dugout.
Casebook Play 6-1-1-J (a)
This is the NFHS interpetation. It doesn't appear to be a problem in this area.
Page 111 Handbook
A reminder to umpires with pullovers. As per page 111 in the handbook, pullovers must meet the requirements , (eg no shoulder piping and must have the CBUA patch. ) If you need patches call Ron Lohman.
Pitching Regulations
A reminder to umpires to focus on the spirit and intent of the rules. There was an item on the board concerning a pitcher disengaging the rubber by stepping back with the non pivot foot. If nothing happens with the runners and there is no intent to deceive, nothing should be called. However, if in so disengaging with the non pivot foot, the pitcher, for example, makes a throw to third base, by all means a balk should be called.
Calling your Partner
The plate umpire is expected to call his partner the day prior to the game to arrange a meeting place and what the game attire will be. If the plate umpire does not call the day prior, the base umpire is expected to call the morning of the game. This is a rating item under "professionalism."
Game Control
Umpires are not expected to take consistent abuse from the dugout on balls and strikes. As a well known long running comedy series icon once said, "Nip it in the bud." This is the job of the plate umpire, not his partner.
Team Problems (important)
If you are aware of a problem between two teams or an incident occurs in your game, you must call Joe to inform him. (This is over and above any written reports) Joe will then be able to inform the crew working the next game between the two teams.
This Board
Just a reminder that whatever is written on this board may be read, copied or forwarded by anyone. Be very careful about what you write and whom you write about.
